Security is always a good thing to have around (even if people don't take advantage of it much), so Security is present. Back-up Security, yes, but he still has a badge visibly displayed on his belt.
He does not, however, appear to be actively on-duty. Tonight the Prince is perched in view of the observation window, alternately watching the stars and scribbling distractedly on a piece of paper. He looks like he might be composing poetry.
