It's ridiculous to bar himself from Milliways because of what transpired between him and Lilly Kane.
Besides, if he bars himself from Milliways, he can't figure out why it happened.
Dale Cooper is, therefore, sitting in the bar with his tape recorder in front of him on the table, and he's not eating or drinking anything.
Every five or ten minutes he'll pick up the tape recorder and make an observation on his physical state, or on the state of the environment.
His perceptions may change, after all, but tape doesn't lie.
