The attacks by poachers within what should be the protection of Wakanda's borders have been getting steadily worse. After some discussion, the White Wolf makes an offer to Wakanda's king, and T'Challa accepts.

Things move pretty quickly after that.

 Gaster has a plan forming to try and reenter his own world, and has been working on it for quite some time now.

It's taken a lot of work - hours of coding, even building a custom device to contain all the data. 

But it's finally finished - and Gaster sits in the lobby now, holding the flash drive in his hands, and staring at it pensively.

Now comes the hard part - adding himself to it. And for that...he's going to need help.

So, as he did not long after first coming to Milliways, Gaster puts a sign up on the bulletin board in the bar:
