The Capital Wasteland is a big place, and much of it was unmapped until recently. Elder Lyons has been paying Reilly's Rangers for any accurate map data they've been able to bring back, though, and that's gone a long way towards solidifying the Brotherhood's presence throughout the region.
Too bad they haven't penetrated very far into the northwestern Wasteland. That's where Ellen needs to go next.
She'll be indoors with Dogmeat under her table, scowling over maps of what some might recognize as the Washington, DC area, for a while. When the lack of clear topographical data around where Travilah, Maryland used to be gets her too frustrated to continue, she's going to go outside and settle in at the target range with her phenomenally loud Gauss rifle and start practicing. Feel free to catch her in either place.
