Sam is saying this in reply to a napkin the Bar just gave him; then there's another napkin, and he nods.
"We both know I wouldn't do that. But I wanted to be sure you were aware."
After quite a bit of perusing of books behind the counter, he goes to the board:

Happy hour's on, but bear with your bartender; he's not used to this whole mixing-drinks thing, but the theme was too good to pass up.

...seriously, too many glasses. Sam is starting to prefer nice, uncomplicated pints that you only have to pour one thing into. Still, he grabs the bottle she indicated.

He's on much firmer ground with projectiles.
"There," he says, setting the bottle and a glass in front of her.

"Get one for yourself - if you are going to go around trying to serve drinks that sound like members of a particularly garish bordello, you might want to learn a few good alternatives." She grins a she expertly uncaps the bottle and pours herself a healthy portion.

He's not saying no, as such - but he's rather short on reasons to drink himself blind, these days, and in any case that's less fun when you do it unintentionally.
