Korra is not exactly what you might call an early riser. This was for a while at odds with her firebending training, because her teachers would insist on starting at sunrise, and this would inevitably lead to a heated argument between master firebender and tired and grouchy Avatar.
But she's done with her firebending training for now, and all she has to get up for is to take Naga out for a run.
So, early in that it's not yet afternoon but not many other definitions, there is a water tribe teenager, riding a polar bear-dog in laps around the lake, her pony tail streaming out behind her in her wake.

So does a polar bear dog and rider.
He doesn't call out to Korra - the rider it could be, the only polar bear dog he knows - in case of the off-chance it isn't the Avatar.
And besides, she'll circle around the lake eventually - Tenzin finds a bench to wait.

About twenty feet away from the bench, she yells "Tenzin!"
And then leaps off Naga's back, landing on the ground at a run towards him.

And Tenzin offers a small bow to her, more to prevent her from potentially leaping at him from her run rather than out of requirement.
"I did not know that you came to Milliways as well. And Naga as well."

"Oh, I've been coming her for ages. I'm stuck here right now."
Off hand, like it isn't no thang. He door will come back.
"But you! How long have you been coming here?"

Naga turns her head slightly into the scratches, and then shakes vigorously. Korra has to hunker down in her fur just to stay on.
