Legolas backs into this bar from another, two tankards in his hands. All around him pipe- and fire-smoke has settled.
After a brief moment of surprise (and delighted laughter), he puts the two tankard onto the Bar, gets a bowl of Dorwinion, and kicks out a stool sit on (his feet still touch the ground).
This is much more pleasant.
He's peering at the room, as he sips his wine, bowl held in both hands. He very well may be peering at you.

Well, first she noticed his height, then the way he moved, then his appearance. Then - a couple pages of Xavier's thesis later - she's noticed the peering.
She's going to peer back over her cup of coffee.

Legolas debates what she will do if he doesn't say anything. This, along with his being entertained, might be visible.
"Dearest lady," he says, setting down his bowl, tone that of someone blithely unaware of any hypocrisy, "is it not impolitic in your land to stare at strangers so?"

His laughter startles Tumnus from his reading, this is one of the dryer histories and he smiles at the elf.

Let it never be said that Legolas, son of Thranduil, has denied another's hospitality! He grins back, and stands in simple gesture. Then, as an after thought, reaches back to the Bar to pick up a glass of what she thinks Jay would like.
"Well met!" he says as he sits, placing the other glass in front of Jay with some measure of curiosity.

"Whoop!" She yelps in surprise when she slips sideways, clinging to the wood with both arms and legs.
Maybe this wasn't the best plan. It will be duly noted. Once she gets down.

Once he's schooled his face into something resembling seriousness, Legolas sets his wineglass back down, stands up, and considers the situation from beneath Oswin (by a mere several feet). He steps slightly to the side, so he's near her head instead of in danger of being kicked once she loses grip with her legs.
"Dear lady," he says. "If you can find it in yourself to keep holding with your arms, but let go with your legs, then I think I should be able to ferry you down."

The third (and clearly most important) is 'stars he's pretty'.
"Stars you're pretty." So of course that's the one that comes out. She really does hate her brain when it's hopped up on adrenaline.
