After this conversation with Hannibal Lecter, Javert leaves a note in the Security Office before he leaves the bar.
To whomever it concerns
I could not leave this note at the bar, as Lecter was tending it. I have been told there were questions as to whether the doctor tried to harm me on purpose with a false diagnosis, as this would constitute a break of the rules, and also presumably speak to his character. After a conversation with him, he has confirmed, and I quote, 'It was a shot in the dark. And worth seeing your reaction, even if I turned out to have been wrong.'
I leave it to your judgement as to whether this is enough to use as a confession. His demeanour certainly implied it was calculated with intent; the reason given that he found it ironic to accuse me of an illness I had professed dislike for in Alexander Sandhu. Do with him as you will.
Someone might let Doctor Sandhu know this information, as he seemed very concerned with the man's behaviour. It might also be passed on that I did not speak to him of the suspicions concerning whether he is a murderer. I would rather not inform Doctor Sandhu myself, as our interactions are not enjoyable.

It also implies he enjoyed the fact the man in question promptly chucked himself into a river, which definitely implies he's mental.
