He then holds his hand up to see if anything is happening yet. At first, things seem to be normal. But after a moment, his skin begins to emanate a silvery glow. He watches with wide eyes as the glow spreads up his arms, becoming infused with shiny specks of black, like black sequins, except these don't reflect light, but give off light that is black.

One could say he is simultaneously shimmering bright and shimmering dark.
