Super Sneaky!! Stealth! First Entrance
Soooomeoooone left a doooor open when they went through to Milliways!
...So maybe Steven jammed his foot in the door before it could close. And he knows he's not supposed to be here, not exaaactly, but he wasn't told he couldn't come! He was told " maybe later", after Pearl and Garnet checked it out. And it's later!
Okay, he's not supposed to be here. He knows it. So he's going to walk in very sneakily, on tiptoe. He's a short kid, and his pink shirt isn't too bright, right? He'll just be keeping to The Shadows, just a quick reconnais-- recon-- mission to see what's up, here. Keeping out of the way of Enemy Surveillance. And Garnet and Pearl who are, yikes, right over there by the fireplace.
At least until he gets distracted, probably. Or someone notices a kid in bright clothing dancing around the edges of the room.
((Okay, out for the night! Still open for new threads, but I'll be tagging back tomorrow! Thanks!))

But the really important thing is "--So Buster's here by himself a lot? Is it okay to play with him if you aren't here?"

And if the kid's parents don't find out and cause a fuss, all the better.
Wilford looks over at Buster, who is not paying attention to this conversation. He's chewing on his own foot. Wilford sighs. This dog is so useless.

...Oh wait. " Um , but Pearl said something about not always knowing when the door would open? What happens if I can't get through?" He doesn't want to say he can't do it, but he doesn't want Buster going hungry because he can't come in , either.

It's that simple.
"Anybody tell you yet how the Bar works?"
Wilford isn't going to bother telling the kid the rules. Someone else can do that.

"No! How does the Bar work?" It's probably really neat!

"Go ask for the dog's menu," he says. "She'll give it to you."
Yep, the Bar is a she.

He climbs up on one of the stools and says in an accent he thinks of as Fancy "Lady Bar, would you provide me a menu for this noble dog, Buster?"
Hey, there it is! Steven grins. "That's really neat! Can you do that with anything?"
The introductory pamphlet pops up. Steven glances at it quickly. "Oh, rules, okay!"
The dog's menu gets more serious consideration. "--I can do this! I mean, I can do it when I come here." He looks up at Wilford. "Why can't you keep him with you? You must miss him!" That's the normal way to feel about not getting to keep a pet, right!

"My building doesn't allow pets," Wilford says. "You don't have to worry about buying the food. He's got his own tab, so it's paid for."
He watches Steven read over everything the Bar gave him. Buster could probably take care of himself well enough, but having the illusion of keeping a babysitter around might keep Teja off the idea that the dog's been abandoned for a little while.
"If he wants out, let him out. He likes to climb trees and get stuck, so watch out for that. Sure you can handle it?"
