In a way, it's a test.
For both of them. For Bill, it's a test of his own temperance and acceptance, his prejudices and his curiosity. For Tom, perhaps, a chance to prove yet again -- although it's not particularly Bill's place to call him on it -- that he is who he says he is, and not who he's become in Bill's world.
Maybe.
At any rate, he's on guard. He sees Tom waiting at a table and thinks that's good, at least he showed up as promised. Bill heads over to join him.
