Tom left a note with Bar for Sallie Reynolds right after she went on holiday.
Dear Sallie,
Do forgive my most terrible lack of correspondence and visitation of late. I make no excuses, and I hope to see you soon.
I'm writing now because Ingress met a young girl called Rue from District 11 not long ago, and she invited her to take a room in the House, if she wished. I spoke with her, and as she has no other guardians besides yourself and Bar, I wanted to speak with you before bringing her into the House formally. I know her current living status, and seeing as how Milliways can be not the easiest place for a young girl, a room in the House might make for a safe haven in addition to her room in Milliways.
Do send me an owl when you may, and you can let me know whether you think this might be a suitable arrangement.

I am glad to hear from you! I hope you got my note about going away for a bit; I will bore you with vacation stories when we see each other next.
I think Rue would be great at the House. I don't want to call myself her guardian - that might be overstating things. But when I see her I try to make sure she is okay, and if she called me such, I am happy that she knows she can come to me if she has need. Otherwise, Ingress will be a perfect friend for her. Let me know if I might be able to help in moving Rue over or providing for any needs she might have.
