Ramon inna bar. This particular Servant of Evil cartel boss/terrorist isn't in a great mood, due to the fact that it's a certain someone's birthday and he feels like he wants to be really nice to them.
No, the irony is not lost on him. He'll probably end up being horrible to the person because of it, but in the meantime he's in the bar and drinking.

Never the less, he is in the bar. He is looking resolute, if somewhat tired. Not having slept in 3 nights will do that to you.

Instead he sees Andres. Never a candidate for the latter - unless snarky conversations count - but usually a good chance of some of the former. Except...didn't he say to Random that he wouldn't start anything?
With the mood he's in, that's a good enough reason to go talk to him at least. So he walks over and sits himself down.
